Richard Sullivan's legal writing prioritizes clarity and precision, in a practice oriented towards vindicating the inalienable and personally-held rights of American citizens, as recognized and codified in the Constitution.

After active duty service in the U.S. Army 1st Infantry Division Artillery as a Fire Support Specialist (13-F, tasked with calling in and adjusting artillery, mortars, and close air support), Richard studied English, Classics, and Philosophy at NYU, then earned a J.D. at Boston University School of Law.

In the last years of Robert Morgenthau's tenure as New York County District Attorney, Richard honed his appellate advocacy skills in the Appeals Bureau of that office, and prosecuted narcotics felonies in the Office of the Special Narcotics Prosecutor under Bridget Brennan. In private practice Richard has concentrated on civil and criminal appellate practice and Constitutional claims under 42 U.S.C. § 1983, addressing First Amendment rights in a variety of contexts including public employee speech, servicemember speech, campus speech, and religious exercise, along with seeking redress for deprivations of rights under the Second, Fourth, Fourteenth, and Eighth Amendments.
Based in Wyoming and the Finger Lakes region of New York State, Richard enjoys lifting, chess, and playing with his four children.
